Slice 2 tablespoons unsalted butter as thin as possible and put the slices on the bottom of a stand mixer bowl. Add the sugar and garlic salt to the bottom of the mixer.
In a microwave safe bowl warm up water and milk in 15-30 second intervals. Continue warming until the temperature of the water and milk has reached 110℉. Do not over heat the mixture. Pour 1 1/4 cup of the mixture into the bowl with the butter.
Add yeast to the remaining water and milk mixture and let sit for 5-10 minutes. The mixture should become foamy. Add the yeast mixture to the mixer bowl.
Using a hook attachment, start mixing in 4 cups of bread flour one cup at a time, scraping down the sides between cups. Once all the flour has been mixed in the mixture should look similar to a dough. Mix on a medium speed to start the kneading process.
If the dough starts sticking to the sides of the bowl sprinkle in a tablespoon of flour at a time until the dough stops sticking. Do not add more than 1/4 cup of flour. Knead for another 5 minutes.
In a large bowl add one teaspoon oil. Take the dough out of the mixer and add it to the oiled bowl. Cover with a towel and let rise in a warm place for 2 hours. The dough should double in size
Melt 2 tablespoons unsalted butter and brush a baking dish with melted butter. You will only use a small amount. Set aside.
Once the dough has doubled in size remove the towel and punch down the dough to release the air bubbles.
Divide the dough into 12 pieces. Stretch out each piece with your hands. tuck in the ends of the dough to create a smooth ball and pinch together. Roll in your hands to create a perfect ball.
Place the balls into the prepared baking dish 4 rows of 3. Cover with a towel and let sit about one hour. The rolls should double in size.
Add the minced garlic, salt, pepper, and parsley to the rest of the melted butter. Brush the rolls with the mixture. Preheat oven to 360℉ Remove the towel from the baking dish. Bake the rolls for 25-28 minutes until the tops are golden brown. They should sound hollow when tapped.
Serve immediately.
